Flash: Reps pass Tinubu’s tax reform bills

The House of Representatives has passed four crucial tax reform bills, marking a significant milestone in Nigeria’s efforts to overhaul its tax administration system.

The bills, which were sent to the National Assembly by the Executive in October 2024, aim to enhance government revenue, streamline tax collection, and adjust tax rates across various sectors.

The four bills passed by the House include:

  • Nigeria Tax Administration Bill (HB.1756): Seeks to provide a comprehensive framework for tax administration, including the assessment, collection, and accounting of revenue for federal, state, and local governments.¹
  • Nigeria Revenue Service (Establishment Bill) (HB.1757): Aims to establish the Nigeria Revenue Service, which will be responsible for managing the assessment, collection, and accounting of revenue accruable to the government.²
  • Joint Revenue Board Bill (HB.1758): Seeks to establish the Joint Revenue Board, the Tax Appeal Tribunal, and the Office of the Tax Ombud, which will harmonize, coordinate, and settle disputes arising from revenue administration in Nigeria.³
  • Nigeria Tax Bill (HB.1759): Aims to repeal certain acts on taxation and consolidate the legal frameworks relating to taxation, enacting the Nigeria Tax Act to provide for taxation of income, transactions, and instruments.

These bills have generated significant controversy and debate among various groups, individuals, and regions in Nigeria. However, after wider consultations, public hearings, and amendments, the House Committee on Finance has adopted and passed the bills through third reading.

The bills will now be transmitted to the Senate for concurrence before being sent to the President for final assent.
