El-Rufai hit with fresh multi billion fraud claims, land deals, contract breaches

Fresh details have surfaced outlining a series of alleged charges against former Kaduna State Governor, Nasir El-Rufai, spanning financial misconduct, abuse of office, and contract irregularities.

According to the allegations, El-Rufai is accused of approving and receiving an excessive severance package amounting to N289.8 million—far above the legally approved entitlement of about N20 million—raising concerns of abuse of office.

He is also facing allegations of money laundering, with claims that he received funds from questionable sources, including suspicious financial inflows currently under scrutiny at the Federal High Court.

Further claims suggest that the former governor received foreign currency payments traced to individuals or entities allegedly linked to illicit activities, deepening concerns over the origin of such funds.

In another major allegation, more than $1 million from a World Bank loan is said to have been diverted and misused in breach of agreed terms, an action described as criminal breach of trust.

The allegations also cover procurement and contract-related issues. El-Rufai is accused of approving an N11 billion light rail project awarded to Indokaduna MRTS JV Nigeria Ltd, a firm allegedly not properly registered. The project, according to the claims, was never executed despite the release of funds.

Similarly, he allegedly approved a N4.61 billion CCTV contract to Singularity Network Security Ltd in violation of Kaduna State procurement laws. In a related development, he is accused of conferring undue advantage on the same company through another contract valued at $22.475 million.

Land-related allegations also feature prominently. El-Rufai is accused of conspiring with an associate, Ahmadu Sule, and certain companies to submit false information in order to acquire land along the Kaduna-Zaria Expressway. He is further alleged to have unlawfully revoked a valid Certificate of Occupancy belonging to Mohammed Umar Karage and reallocated the land to associates, actions described as abuse of office and breach of trust.

Additionally, the former governor is accused of attempting to obstruct justice by allegedly offering financial inducements both within Nigeria and abroad, including in Dubai and Cairo, to influence investigators probing the Singularity contracts.

The allegations remain subject to legal scrutiny, and no court ruling has yet been reported on the claims.
