Fake World Bank official arrested over $250,000 fraud scheme

The Nigeria Police Force (NPF) has arrested Agbor Martins Black-Diamond for allegedly impersonating a World Bank official to defraud victims of large sums of money.

According to police spokesperson Anthony Placid, the suspect was apprehended on March 31, 2026, following intelligence from a Nairobi-based NGO. Investigations revealed that Black-Diamond falsely claimed affiliation with the World Bank and other U.S.-based donor agencies to convince victims to part with funds.

Two Kenyan nationals were reportedly introduced to him and, over a three-year period, transferred a total of $250,000 as “registration and administrative fees” for access to supposed donor funding. However, no funding materialized. Instead, the suspect allegedly organized fake symposiums in Nigeria and South Africa to sustain the deception.

In 2024, he further persuaded the victims to secure a bank loan using family property in a bid to access a non-existent $850,000 empowerment fund in Ghana.

Police findings also showed that his foundation was not registered in Nigeria, prompting him to later register another company in 2024 to legitimize his operations. He is also accused of extending the scheme locally by collecting ₦50,000 from farmers in Kuje under false empowerment claims.

In related developments, the police arrested other suspects over cybercrime and financial fraud. Chinedu Mbachu, a former employee of a Makurdi-based firm, was detained for alleged system tampering and fund diversion.

Additionally, Ayodele Daramola and Dada Babatunde Oluwatobi were arrested for allegedly diverting ₦85 million through unauthorized access to company systems. Investigations revealed that a significant portion of the stolen funds was spent on online gambling platforms.

The police say investigations are ongoing, with efforts underway to recover stolen funds and prosecute those involved.
